Subject: Transmission Performance Standards – Report for the Year 2005-06. 

             The Commission has specified the Transmission Performance Standards under the Regulation for the compliance from MP Power Transmission Company Limited (MPPTCL) as a Transmission licensee in the State. The Regulations required to be submitted the reports on the following performance indicators:

2.         The item wise status of compliance and the comparison with the standards achieved during the year 2005-06 is discussed in the following paragraphs.  

i. Voltage Variation: This performance indicator is under category A, i.e. the Licensee has to maintain the voltages at different level as indicated below:

Further, out of 142 132kV S/s 72 (51%) substations have recorded less than specified voltage

                 From the details given above it can be seen that during the year 2005-06 in the first two quarters the voltage profile was good except for some places in Gwalior and Indore area. During the third quarter of the year the voltage profile was worst as out of 141 132kV substations 99 substations (70%) recorded less voltage than the prescribed limit of -10%. The situation has been a bit improved in the fourth quarter of the year and in this quarter 72 numbers (51%) of 132kV substations out of 142 recorded less voltage than the prescribed limits. As it is evident from the voltages recorded at all the EHV substations the voltage profile is bad in predominantly Gwalior and Indore area. The MPPTCL was directed to submit a detailed action plan for improvement of voltage profile particularly in these areas. MPPTCL, has informed that the Company has taken up a number of works in Indore and Gwalior areas for improvements of voltage profile. The list is given below:

             The list of the works proposed under the Transmission Investment Plan by MPPTCL includes all these works. The financial assistance for these works has been tied up by the Company. 765kV Bina-Gwalior line (to be initially charged at 400kV) and 400kV Gwalior substations are PGCIL works. From the reports submitted for all the four quarters of 2005-06, it is obvious that the voltage profile is worst during the rabi season i.e.in the third quarter. For rest of the year the voltage profile is bad in Gwalior and Indore area and for which the Company has submitted the plan.  

ii. Frequency Variation: This performance indicator is under category A, i.e. the Licensee has to maintain the frequency as indicated below:  

            Target Range : Maximum +1% or 50.5 Htz and Minimum -2% 49.0 Htz

             During the year the frequency remained between 49.0 to 50.2 Htz most of the time. During the last quarter the frequency remained between 49.0 to 49.5 Htz for 44% of time which is very high in comparison with the previous three quarters profile.

              The Transmission Licensee has reported the compliance with regard to the safety standards as defined in the Indian Electricity Rules except for some very old 132kV and 66 kV Transmission lines that are on double pole structure. The Licensee was asked to identify such transmission lines and include them in its Capital Investment Plan for replacement with tower lines. The Licensee has neither indicated any thing in this regard in its report on Transmission Performance Standard nor in the Capital Investment Plan.  

iv. System Availability: This performance indicator is under category B. The availability of the Transmission System of the Licensee is to be maintained as given below:

 The over all system availability has been found well above the prescribed limit of 95% for year 2005-06. For the second quarter of 2005-06 the availability of 400kV system was less than 95% due to the outage of 400kV transformers at 400kV Bina and 400kV Bhopal substations. But the overall yearly availability for 400kV system has been found at 97.88% which is more that the stipulated availability for the year 2005-06 (95%). 

v. Feeder Availability: This performance indicator is under category B. The feeder availability of the Transmission System of the Licensee is to be maintained as given below:

              During the fourth quarter, the availability of 220kV Satpura – Itarsi III and Ujjain Kota feeders was found less than 95% due to the shut down taken in January and  March respectively.
